This association was established in April 2002 by the United Telecom Council (UTC), major PLC technology companies, utilities, standards bodies and other key stakeholders in the PLC industry. The group was formed to address the important issues facing companies that want to bring about the mass commercial deployment of broadband powerline services in the near future. The UPLC will help foster cooperation between its members in order to overcome potential technical, regulatory, and business obstacles and to educate the public on the PLC's potential to provide competitive and affordable alternative broadband last-mile services over the distribution power grid in  North America.

HomePlug is a worldwide alliance of approximately 70 companies involved with providing in-premise PLC technology, content, and services. This differs from the access PLC technology that the other groups are involved with, which gets broadband to the home. In-premise PLC enables electrical outlets within the home to become channels for broadband to allow for home networking, smart appliances, easier Internet access, and many other conveniences and value-added services.

 HomePlug has been successful in a range of activities to promote in-premise PLC. It has established standards for the technology, performed extensive testing to verify how well it works under a variety of conditions, and been a driving force in creating new content, applications, and services supported by in-premise PLC.
